The persistence of underdevelopment has led African universities to question and rethink their social responsibility since the global economic crisis of the 1990s. This is the case in Cameroon, where the University Social Responsibility Index (USR) is still weak in accordance with the observation made at the University of Douala (IRSO = 0.4), the largest in the country. Some innovations of the USR are nevertheless observed. The responsible research experienced in the Project for the Elaboration of a Food Security Strategy in the City of Douala (SYSTALDO Project) is one of these innovations of the University/Municipality partnership. The relevance of the Quintuple Helix Innovation System Index (IQHIS = 0.64) in the implementation of this project demonstrates a significant improvement in the contribution of the University of Douala in the local development. The vulgarization of this five-fold innovation, however, suffers from the absence of an incentive and coercive device. A National Responsible Research Policy (NRRP) would better promote this innovation by local authorities in the municipalization of national development.

La persistance du sous-développement a amené l’université africaine à interroger et repenser sa responsabilité sociétale depuis la crise économique mondiale des années 1990. Il en est le cas au Cameroun où l’Indice de Responsabilité Sociétale des Universités (RSU) reste toujours faible conformément au constat fait à l’université de Douala (IRSO = 0,4), la plus grande du pays. Certaines innovations de la RSU sont tout de même observées. La recherche responsable expérimentée dans le Projet d’élaboration d’une Stratégie de Sécurité Alimentaire dans la ville de Douala (Projet SYSTALDO), constitue l’une de ces innovations du partenariat Université/Municipalité. La pertinence de l’Indice du Système d’Innovation en Quintuple Hélice (ISIQH = 0,64) dans la mise en oeuvre de ce projet démontre une amélioration non négligeable de la contribution de l’université de Douala au développement local. La vulgarisation de cette innovation en quintuple hélice souffre cependant de l’absence d’un dispositif incitatif et coercitif. Une Politique Nationale de Recherche Responsable (PNRR) favoriserait une meilleure valorisation de cette innovation par les collectivités territoriales dans la « municipalisation » du développement national.
